Windows New 9.46 server mysql help

It's weird...it seems that i have done everything right concerning mysql...but my server cannot connect to it. Here is the error:

[27/04/2012 17:01:55] > ERROR: Failed to connect to database, read doc/MYSQL_HELP for information or try SQLite which doesn't require any connection.
