New Ip changer wont work?

When i try and install the new ip changer im in the RAR archive and i click on the ip changer and it says application cannot be installed because mingwm10.dll is missing reinstalling it may fix it and yes ive tried to re install various amounts of times any suggestions?? i am on VISTA btw that may be why...
