Ok so i set up another set of vocations, when i made the vocations EX id 9 wizard i made the fromvocid to master sorcerer, and when i restart server, everyone that was a sorcerer became a wizard? like wtf

I'm pretty sure fromvoc has to be the exact same ID as the vocation itself, for ex id 9 should have fromvoc 9

Vocation 9 - From 9 == new vocation (Players can shoose it from acc manager automaticly)

If you want to make it so you can do like (Sorcerer>Master Sorcerer>Wizard) you would do it like so.
Vocation 9 - From 9 -- Sorcerer (Promotion Level: 0)
Vocation 10 - From 9 -- Master sorcerer (Promotion Level: 1)
Vocation 11 - From 10 -- Wizard (Promotion Level: 2)
