Windows Newer version of TFS for 8.54 protocol?

Anyone can tell me if the TFS have a newer version that support global events for 8.54 protocol?
Im using 0.2.7(Mystic Spirit)

Can i compile only with Dev-Cpp? or can i compile with Codegear C++ Builder?

i downloaded one Dev-CPP preconfigured for compiling tfs.

and worked like a charm
