No NPC's IN MY SERVER

I don't got any NPC on the map, my server came with npcs files but i dont get npcs in game wat's goin can anyone help me thnx

so how do i place them on the map, i tryed file > import monsters and selected npc and nothing happened. :S

2. Place a spawn on your map (you know that purple flame?)
3. Place out the npc of your choice.
