No Towns in my OT

Hello, please help me!
When I try to teleport any temple or town with GM I got an error:

21:08 Town Carlin does not exists or has invalid temple position. 21:08 /t (does nothing) 21:08 /town 1 21:08 Town 1 does not exists or has invalid temple position.

At config.php at gesior I got all the citys and at Remere too
It just don't let me edit towns id and order because it would delete houses config.

Maybe set towns in map editor? Do you have houses file in your data folder?

As you can see in the picture i uploaded the map editor got the towns, and yes, i have houses file in de world folder
