NPC Boat problem

Im having problem with Buddel, the okolnir npc. People can take pz and are able to walk back up to him and use the boat while pzed..

can someone script this to where u cant travel while pzed?
i know i can just fix it to where hes up in the water on the boat or plank hes on but im trying to keep it like rl tibia
