Npc help?

I have a 9.81-9.86 server and I can't get the npcs to work they wont appear anywhere and I don't know how to move them/ make them appear anywhere, someone might be able to explain / help me?

I am using TFS

This would require me to summon NPCs each server start... is there any other way?

Edit: I summoned the NPCs and leveled a character to lvl 8 and the Oracle doesn't respond at all... :(

Yes, using a map editor you can add spawns and NPC will load on startup, but this is very basic maybe you should take a look to the tutorial section, specially here:
