Npc's not talking issue

Hello everyone,

I'm new here, but couldn't find it anywhere. I'm working on a 7.72 server with 7.4 stuff and I just found NPC's to include in my map. But they're not talking or doing anything, just walking lol

Any idea on how to solve this? thx
