Windows odd connection issues TFS 1.2

Hi everyone, I'm currently using TFS 1.2, having a really odd issue with my connection to server.

In my server I'm able to log in with my static ip in my config, but my friend can't log in but when I switch
to my no-ip in my config hes able to login but i'm not able to login.

I've tried with my regular ip address, my static ip address, my routers ip address and the no-ip and either one or the other can't connect.

when I try and login while my friend is on the server i get this error:

but it is odd because if i have my character list open while i change the ip address in the config, if i reload
he can connect and i can connect but as soon as i close my characters list i am given that error mentioned above.

can anyone help me with this? I don't know if its server related or port related but i have all required ports open in tcp and udp.
i have 7171,7172,3306,80,443 (7173 cause i was running cast)

i had the same problem restarting my router was the fix for me.
