OpenGL newest version Download

I've searched in google and didn't find what i needed.. I need the newest OpenGL Version but im not finding also i find only some things with .lib not a setup thing or something like this...

Also my OpenGL version is 1.1 and can't use it in CS or Tibia or any other game ..

So what i need is the newest or a new and good OpenGL version to download and its a setup not files
I really hope that you will give me the thing i need

it could be that your card simply does not support newer opengl features, too, btw.
