You are never going to be able to upgrade a server without encountering a single bug, there will be many and you will have to sort them out one by one. Best suggestion just upgrade the map and fix any bugs you find and put it in a working 9.7 server.

If you want to convert servers form any version to any version you will encounter bugs. Most of these bugs aren't that hard to fix, it really does depend on your setup and how much custom content you really have in your server.
The biggest problems I've encountered with lower to higher version switching is the SQL tables and queries. Those aren't even that hard to fix considering it's mostly executing, inserting and table changing.

Yes, of course you can, but why? just use a 9.70 original sources, you will found a lot of bugs by doing that.
