OT 8.7 TFS wont start

Okay, So I'm making a ot server, I'm having real bad problems..First I made a 8.6 and it said it couldn't connect to the database...So i made a 8.7 instead, now when i added the dll files i can't start up the server it says "couldn't start the program correctly(0xc0000007b)... WHAT IS HAPPENING?!
