I can't really understand what your are talking about but.

Do not use XAMPP its only for testing purposes since its not safe.

Use strong passwords.

Or if you can make the switch to Linux, and create an otserv user in chroot jail and use a lamp or lemp stack and change ssh port, add fail2ban and MUCH more security measures^^
