(OT) Is there some where u can report a OT server?

The owner of the OT server is using mage bomb to achieve a higher amount of players online, even putting character's in some weird places

Have a look at the Otservlist Discussion board.
Not sure about that "mage bomb" thingy, but you can report dataspoofers there.

This is board is for OpenTibia support, so I am closing this thread.
