I have downlaoded nice OTS.

Only i have this....
Can someone download this server and do antyhing to work? and upload ready machine to launch? I need "feature"...

What you showed on the picture is a datapack, a mods folder and a config file. That's not an OT server.
It's not really clear to me what your question is, if that download link is a server and you want to use the datapack from that screenshot you can just replace the data folder.

You downloaded a 'data pack', not a server! Not a OTS! You have to download TFS 0.4 too to make it works, but as I remember TFS 0.4 is for OTLand's premium users only. If you wont upgrade to premium on OTLand - you should download TFS 0.3.6 or 0.3.7. Both are here: http://otland.net/forums/distributions.18/ ready to launch.

TFS 0.4 and TFS 0.3.7 used to be premium only (TFS 0.3.7 came after TFS 0.4 and some 0.4 versions were renamed to 0.3.7).

TFS 0.4/0.3.7 isn't premium only anymore, this was changed after the update on aug 28 2013.
Most of the 0.4/0.3.7 servers are still downloadable on the premium board, but there are also several released in the free download board.
