otservlist cant add my server

hello, i have some problem when i try add my server to otservlist
always i have that error:
Your server has to be online if you want to add it to our list!

i have open the ports 7171, if u wanna can try the page is keltera.no-ip.info
the client is 8.0, if someone can help me please im using windows, uniserver

you server is offline in website as message said it's need to be online first

Hum the msg say the server had to be online no the acc, and I dont knoe how to repair that im using znote gesior edition for tfs 0.2
