Lua Paladins Improperly Attacking

Whenever a paladin in my server is using an item and sometimes when they are moving, they stop shooting with their distance weapons.

The server that I'm using is;
TFS - 0.3.5 (Crying Damson) Patch Level 1

I know this is probably intended but for balance reasons I'd like to disable it, is there any way to? I've searched the forum & tried changing various scripts myself but nothing seems to work.
