Paypal dont add points to the accounts

Hello i have added paypal today and everything works i get the money they get email and so on but it dosnt add points why?

i found the IPN thing now and i fixed that but i dont know what u mean with configured report url where do i edit that ?:p

So enabling ipn they can make a chargeback?
I have paypal script, and didn't know this, so i add it always manually, so if they donate without the Enabled IPN
they can't make a chargeback?
