Players randomly getting kicked

I have TFS 1.4 on 10.98 client

While my server is running players randomly disconnect and cannot reconnect until I restart the server. The server log doesn't show any issues and my own char accessing server locally never has any issues. The disconnections are random and inconsistent when it happens.

Any help is appreciated
