Please help with my NPC/monsters error

Alright so whenever I load up my server it gives an error and dont load a ton of monsters & NO npcs.
My servers a 9.6 server; I'm using http://otland.net/f50/9-6-realmap-v3-171538/
TFS : 0.2.14
I would appreciate any help!
Also I couldn't find any 9.6~ NPC packs, that would be appreciated as well.
