Pls help me with ip changer

Please sorry for my english at start i cant speak perfect but i try, ok my problem is: i cant use ip changer all other application is good, only on when i try to open ip changer i got error The application failed to initialize properly (0xc00007b). Click on OK to terminate the application. help me ;/
