Problem Getting Hosted

I've followed tutorial after tutorial, step by step, and it always results in the same problem.

I get everything set up, I run the server, I open the client, change the IP. I go to log in and it pretty much chills for a good minute on "Your character list is being loaded. Please wait."

Now, if I change my IP to the one that the server is... hosted on? (sorry, I'm not keen on the terms here, totally 100% OT newb)
Which I believe would be my IP, it results in the following error...

Cannot connect to a login server.
Error:Connection timed out. (10060)

However, if I change my IP to localhost... 127.0.0.1
I get a shorter wait but with the following error...

Cannot connect to a login server.
Error: Connection refused. (10061)

So yeah. Several different sources of information, all resulting in the same problem. Any help would be greatly appreciated, I'd love to start setting up my own server. Thanks~
 
2 things that I would recommend trying first (I don't know if the tutorials have already told you to do this so keep that in mind).

1. Port forward, You need to port forward ports 7171 and 7172 to the computer you are hosting the server on.
2. Check your ip. Make sure you are using the correct IP address when trying to connect to the server. Going to What Is My IP Address? - IP Address Lookup, Internet Speed Test, IP Info, plus more normally works well enough.
