I can not log into ot ... because ipchanger not work here, since I downloaded the net framework and I still can not use the ip changer, what should I do?

8.7 or under I prefer asprate(safe version) ipchanger. Otherwise I use otland ipchanger(you can find it here in the tools sections @ downloads.)
If none of them work, id see where you downloaded the .net, and maybe redownload an older version. I rarely download the newest stuff, eg. I use xampp 1.6.6a..
