Problem with ACC Gesior 8.6 Serv TFS 0.3.6/0.4

Hello Guys,
I have Server 8.6 -> TFS 0.3.6/0.4. I have problem with ACC Gesior Installation, when I clicked (2. Check DataBase connection) I got error...
Error ID:
More info: CANNOT CONNECT TO DATABASE: SQLSTATE[HY000] [2002] Connection refused

What should I do now I have no idea what wrong, please help me guys :|

Just use myacc for older TFS
