Problem with Blacklist(website)

Hello,
In my website some people are having trouble to acess some areas(Register and Access account), getting this error:
"Access Denied! Your address is blacklisted. More information about this error may be available in the server error log."
I don't think it's a problem on the website, because most players can access without problems. But, even me is getting this error. I have two internets at home, a radio internet and a cable internet. When I use the cable internet I have no problem, however, with the radio I get the error:

I checked my ip in the mx toolbox and my radio connection is on Blacklist. Even though this is an external problem, there are a considerable amount of players on Blacklist, it will be a problem if I have to transfer responsibility for solving the error to them. Besides that, I have never heard anything about this error in another servers.
Does anyone know what I can do to make my website skip this Blacklist?
