Post more information such as server version.

Do you get debug on a certain outfit?
Do you get debug with a certain character?

Tried to create a new character?
What outfit do you have when you try to change outfit?

I had the same problem with all accounts/players and every outfit, i simply downloaded another outfits.xml from a stable server and everything worked fine! Try it.
