Premium bug

In the config i set it so everyone has a free premmy but when they try to buy promotions it says you are not premium. But they can use the premium spells and outfits.

its not the NPC i used the one that was supplied and it work on 0.2.10 and if i use the buypremmy talkaction then try to get promoted from the NPC it works
