Promotion Glitch

I'm using TFS 0.3.6 and everything's great EXCEPT for promotions... Right now the NPC is The Forgotten King and it's a regular level 20 promotion that needs fixing... You see, when someone buys a promotion, it works! But as soon as they log out and log back in, they are automatically "demoted" back to their previous vocation... I've even tried editing characters in the database while they are offline, but it still doesn't save when they log back in! I've also tried switching to the patch of 0.3.6 and the same problem persisted... I even made a NEW database! Still the problem persisted!!! It's very aggravating for me, and I really need help fixing this... Here is the NPC file and Lua file and also Vocations file:
