Where are the tutorials? I've seen a lot of blahblahblahots.no-ip.org/.com/.biz, so I figured I might as well try it. How do I run the website? I've never done this before...

That tutorial explains it.
Since I guess you already use Uniserver (or xampp - xampp is bad) - both of those programs already include a website service thingy: Apache.
You have probably used PhpMyAdmin - that runs on your own website already.
Anyway, read that tutorial. It explains it better then I do.

Ok 
I heard that a uniform server was better than xampp, but more people used xampp, so I wasn't sure about that part.
