PvP Enforced -Not impossible

I have an server enforced and would like a script, mods, something that, when the player kill our mc of the same IP he loses EXP.

By example: You lost 30% of your experience by kill a player of the same IP.

And with it functions for that the player level 200 earns experience upon killing a player level 150? Without that of 10% of its experience..
As it would stay this formulates for that everybody earned exp even being little?

minLevelThresholdForKilledPlayer = 0.9
maxLevelThresholdForKilledPlayer = 1.1

There's a script somewhere here in otland that after X kills of same iP kills the character.

I wont find it for you so you have to search by yourself.

You'll have to remove the "doPlayerAddItem" part as well as the "doCreatureAddHealth" parts to get what you want.
