Is is possible to make a creature script to make the player lose, speed and attack speed based on how much weight is the player carrying (Whith no relation to the total amount of cap that he haves, only metters how much weight is he carrying)?

Yes, but of course the cap is going to go down at the same time he gains weight. For that to change you would have to alter the source
