Remote controll over Phpmyadmin

I'm owner of a server but not hoster, how do i get remote access to the Mysql http://localhost/phpmyadmin/

Open port 80 and allow people to use that site http://global.ip.here/phpmyadmin

Well i tested the link so i'm not bothering the hoster if it not works, but it'd endind up in a blank page:

I opened port 80, started XAMPP and clicked on the link....
still ended up in a blank page...

Clicked on the exact link as master-m mentioned? If you did, then go to whatsmyip.org, copy the ip adderss and put /phpmyadmin after it. When port 80 is opened properly you should be able to connect to it.
