Well, I wouldn't know how, but it's a simple MySQL Query.

Check into 'bans' table in PMA

needs to change the type 1 through 3, without altering 2, 4 and 5
but I have no idea how to query

UPDATE bans SET type = 3 WHERE type = 1;

Remove all IP bans:

DELETE FROM bans WHERE type = 1;

I think server(or affected character) need to be offline for this to take effect.
