[Request] Custom attr on item? +speed+

Hi guys.
I wanna do a talkaction that when I say !upgrade vipboots it will add + X speed on MY BOOTS ONLY, not for the whole server.
BOOTS ID: 2358
OR some quest script that when I click Use on the chest, i receive one vip boots but with custom speed (speed +100)
