I saw some cool signatures made by ZoOorO and markje and they look like to be moving.

This is what I mean..

Filter->blur->motion blur?
You can make movement too with Filter->stylize->wind

It appears he did an image - apply image then did a motion blur set on overlay, or another blending mode...
