Reset System Problem

Good Morning,
I have a rad map server, and its systems worked correctly in previous versions, I used a "Reset System" so that when I upgraded my server to version 10.98 it doesn't work, could someone explain to me why? or refer me to a topic with an updated reset system.

Do you get any error on the startup?

do not.

when i start it does not appear with any error, however when executing the / installreset command, it does nothing.

the right thing would be to install the system, and create a new tab in the DB
