I've been away from mapping for a while, and now I wanted to get back on track. For that, I want to know if someone can tell me what can I do to use RME on 12.x tibia versions.

If you want to use RME with 12.x, you’ll need one of the updated forks that support the newer map format. Try looking for the Remere’s Map Editor 3.x unofficial build - it works fine for most 12.x distributions.
