Windows RME 3.0/2.2/2.1 Graphics Error 8.54

Working on a map but having issues loading certain tiles they show up as red tile. Its for a Poketibia server we are working on for fun. I did set my path correctly to 8.54 and UNCHECKED the verify signature checkbox.

FInally got it, didnt have my items.otb in the data folder but now it pops up with incorrect otb version (OTB 3.16.191-8.54)
