Compiling RME 3.5 - WINDOWS - cannot include cstddef no such file or directory

I have been trying to compile RME 3.5 on WINDOWS 7 - 64bit.

After following this tutorial I have faced the following error(s):
Code: 
c:\local\boost_1_57_0\boost\config\select_stdlib_config.hpp(18): fatal error C1083: Cannot open include file: 'cstddef': No such file or directory

What is the solution ?
