RPG or WAR?

Im making my own server but im not decided yet....
Its better a RPG Custom server or a WAR Custom server?
I have different features for each one

If you are a good mapper, than make a costum server .

I think my mapping skills are 8/10 or 9/10, and of course my server gotta be 100% Custom
But i wanna know what people preffer
An RPG Server [lvl up by killing monsters] or a WAR Server [lvl up by killing other players]
So RPG or WAR?

i think mixing both will be good. For example changing server status to pvp enfo for one week each month. People will grind level on monsters whole month and in this week they can show how good they become and gain some exp on other players, ofc minimum lvl to start pk would be around 35.
