Rule violation command (CTRL Y)

The CTRL Y command does not work on my 0.3.5 TFS server.

I've tried with all access avaible, even on my GOD character.
Doesnt work to right click on the players either to get it displayed.

Anyone know what the problem is?

It works on mine 0.0 actually if come on my server and test if works? the screen shows up
its in beta stage my server
