Rule Violation Menu

Hello, i'm having trouble with rule violation menu on OTclient.
Every character, normal, CM, GM, has the "Rule Violation" menu when you right click on it.
I dont know where and how I can fix it...

/XML/channels.xml --- > <channel id="3" name="Rule Violations" logged="yes" access="4"/>
(access should be 4, 3 at last)

Violationaccess:
0 = Normal player
1 = "Tutor setup" (Name+statement reports)
2 = "Senior tutor setup"
3 = "Gamemaster setup" (Most reasons, banishing etc)
4 = "Community Manager setup" (Everything)

OR ... second option - check flags on your groups.xml, maybe too many flags for normal players
