Same settings, yet unable to host? [Help Appreciated]

Problem:
Hi, my friend seems to be having trouble hosting for some reason.
Im the one who set it up for him because i can host fine, here's
a list of the things we did, and he is still unable to host:

...............................
~ Set up static I.P
~ Port Forwarded
~ Opened port 7171
~ Opened port 80
~ Set global I.P in config.lua

Server: ...........................
TFS: 0.2 ~ Patch 23 (Sqlite)

OS: Windows Vista SP1

[Note]: I know for a fact there is nothing wrong with the
server files because i can host with the exact same files
yet my friend can't.

I'll try the port 3306, and the config.lua is fine i
know that for a fact.

@up okey. but try search on google.com what Vista Service pack he got and add "port forwarding" and you might get a good answer. =)

Edit/ Download "simple port forwarding". its a very easy and a very good port forwarding program =)

Im not sure why he would need port 3306 as well, but its been done anyway

Used that "simple port forwarding" program, no change.

Done both ideas, still not working. Any more ideas?

Already tried disabling the firewall to see if it was that. Didn't change anything when we did

Check the anti-virus program? Or just tell him. "sorry dude, you cant host a server"

This is not in the list:
config.lua type your global ip (Find in here: What Is My IP Address? - IP Address Lookup, Internet Speed Test, IP Info, plus more)
In this line:

ip = "GLOBAL_IP"

That has been done, my fault for not putting it in list [adds].
