SD by lvl and mlvl help

Hey i have tfs 0.3.6
Please help me with edit sd rune
So in my engine sd is only by mlvl
so 45 lvl with 70 mlvl shot the same hit like 200lvl with 70mlvl
and can you help me to make sd some by lvl and some by mlvl ?;>!
