I am wondering if anyone has a custom underwater like map I can use for a sea serpent spawn? Like..as big as RL Tibia's Calassa but have normal walking speed?

You will have to edit the dat for those specific tiles.

So there is no way to have water effect happen? or have it look like water but use different tiles?

Not, If you want water tile, then you will walk slower

maybe they changed undewarter tiles to normal tiles ;p or they create script which is seting speed to XX when we walking on undewater tiles
