Linux Server not listening to ports

Hey, my buddy just compiled TFS 0.3.7 r5969 on Linux and neither of us can log in to it, there's no errors just some item mismatches and stuff but we can't log in to it. The character list doesn't even load and the rror "Connection refused. (10061)" comes up. Anyone who's got any idea of what this can be? He also says that the server doesn't seem to be listening to any ports (which then would be the problem). How does one solve the problem in that case?

Are you sue that in config.lua you set a global IP and not 127.0.0.1?

Yep, it's set to the global ip

Is this a dedicated server(like OVH, server4you, hetzner) or a local machine? You may need to forward ports.

The ports are forwarded and it's my buddies dedicated server.
