Server requirements

So basically im looking to run a Custom Ot server on a VPS paying as little as possible
the server will be around 6000x6000 we only need to the server to start with too hold around 50-80 players at most will these specs do?
1GB RAM,
1GB Swap, 3
30GB Disk Space,
1TB Transfer,
1 IP,
US hosted
1.2Ghz CPU
Windows 2003 server


also a second question
of these locations in the USA which would reach the largest user group East coast, West coast, Texas.

Should be fine. It will freeze during save because 1.2GHz isn't too much.
It depends much on condition of parent server and policy of hosting company.
If you pay few, then it's worth trying.

Depends on map size in megabytes.
You're going to have problems because of processor's clock speed.
