!set and use Frozen Starlight to teleprot

Hey there!

After a long search on the forums I haven't been able to find what I'm after!!

If someone could either make (or point me toward some info I could use to make it myself) To a script where a player of "x" level can say "!set" and it will save their current coordinates, then when they use an item lets say a starlight for example on the ground a portal is created which will take them to there saved co-ords.

The portal must close after they have entered it or if the portal has been active for 1 min.

Any info or the script will be greatfull...
