Set unmoveable,unpickupable and use with

I want set this items: 8723, 8722

To be unmoveable, unpickupable
And change only use to use with...

It's possible with no client edit? I can do it just editing items.otbm?
Whats the best program to do it(confiable)?

Yeah, it are tutorial items...

But i think there is another item using the same sprite, cause it need a use with thing
